All federal agencies that are duplicated at the state level should be closed, and the monies returned to the general fund. An example of this would be the EPA. All states that want or need an EPA office have one tailored to their needs and staffed by people that understand the local situation. The federal EPA has issued edicts that, if not contradictory or impossible, are too expensive to implement.

The "We don't need 51" petitions that the superfluous and redundant agencies of the federal government be immediately closed, personnel terminated and the appropriate authority returned to the respective states.
