It is the long case proceedure that puts the child at risk instead of placing the child with a supportive family. The child is stuck in a institutional setting or with an abusive parent, foster parent, without any investigation.
The child is forced to run away or regress too far back while the city is being paid for each and every case load. Most parents are poor and cannot afford legal representation to fight for their own child.
We are fighting crime in the streets because the power has been taken from the parent in the first place. It wasn't because of anything other than lack of not having parenting skills and effective parenting as a child.
