All funds paid out to foreign countries that do not agree with our policies by a majority of 51% should have their foreign aide reduced to said amount. That is, if a country agrees with us on 34% of the time, they should receive on 34% of the average aide provided to them over the past 5 years. Review of each country's voting record should be reviewed annually and support adjusted accordingly. The upper limit shall be maintained at 100% for any country that agrees with U.S. policies by an average of 75% over the past 5 years.
Additionally, wherever possible, the distribution of foreign aide funds should be monitored as closely as possible. Monies not reaching the general population should be reduced by that amount.
