This would be implemented when congress and/or the president passes a law that would infringe upon our constitutional rights. It would then go to a majority vote to the people for a popular vote before it was written into law or not depending on how the American people voted.
Our constitutional rights are too important and should only be decided by the people. There could be tools implemented such as when a situation comes about a counter via internet or mailing service would count peoples votes that think a topic infringes too much on our constitutional rights then it would activate this voting system to go to the people. This is only the idea but I think it would give everyone great insight of what the people want.
