We the people call on Congress to repeal the Omnibus Budget Reconciliation Act of 1881

The Omnibus Budget Reconciliation Act of 1881 (OBRA 1981), signed into law by President Ronald Reagan, repealed a large portion of the Mental Health Systems Act of 1880 (MHSA), which provided funding for community mental health centers. We call on Congress to repeal the OBRA 1981 and re-enact the MHSA or some similar bill to provide funding for the help of the 20% of adults who will have a mental illness in their lifetime.
