While the President has a two-term limit, Congess has a long history of political corruption and "careers" lasting 20, 30 or 40 years. This leads to corruption, no real fresh ideas and politicians not really working for the American people. Rotating Senators and House representatives on a two-term limit, will keep ideas fresh, and the American People voicing their ideas that WILL be heard, and not falling on deaf ears.
