Annually, we file for tax return so that Governments at all levels can earn fiscal income. We expect Governments at all levels to pass budget. You picked April 15th as deadline or we get fined.
We expect the same for U.S. Government which includes as Executive Branch, Congress to get act together and sit down with paper and finish it before April 15th just like everyone else.
