If this Petition is successful all Federal Budgets must be based on and not exceed projected income, for that year, excluding Social security and Medicare. It should be the minium needed, free of all funding for earmarked projects or any other types of pork. A supplemental Budget shall be passed seperately in which projects shall be funded and in which the Government shall be able to issue debt not to exceed 20 years. excluded from these constraints shall be emergency funding for natural disasters and military operations. The budget must also included payment of current US debt( not to exceed 10% of any given budget)
