Their is no excusable explanation for any pet owner to leave their animals outdoors with temperatures we as humans cannot stand during the days of summer and winter. Especially without food or water and locked up in chains or a metal enclosure. In larger towns, there are places that do help. Yet, many of the smaller towns/counties have no one to rely on. People who cannot take the responsibility of providing even the most minimal needs for their animal in extreme weather should face consequences for their actions/lack of.
