We the people need the option of third party net metering using alternative energy in all states.

An example : my neighbor can not afford solar panels or a wind turbine . Let me a third party finance the project while staying connected to his or her current meter. Resulting in me under bidding the electric companies. This will happen without the use of batteries or a generator . At the end of the year I will have caught more kilowatt credit hours than my neighbor can actually use. The electric companies call what I want to do aggregation and will not allow it. A property owner can net meter on their own if they can afford to do so. We the people need more people helping people.
