If this petition is succesfull then Congress shall convene on January 3rd each year and recess for the year on June 30th. During this time it is in session it shall pass a Budget for the coming year and any other work necessary. The remainder of the year members of Congress shall work back home in their districts for House members and the entire State for members of the Senate. In times of National Emergency the President shall have the right to request Congress to return from recess. That Congress shall reconvene within 10 days of said request and recess once it has dealt with the emergency request.
