Increasingly state and local governments are competing in the private sector for Internet and communication services. Private sector businesses are being displaced with inferior and more costly services that are funded by the tax payer. This is halting progress, job creation and innovation. Not to mention generally unfair practices.
I propose that states be ineligble for any grants if this were to occur. Once they resolve competition descrepencies, they would be restored to eligible grant status.
