Send the National Guard to the Rowan County Clerk's Office in Morehead, Kentucky and enforce the Supreme Court's decision to issue to marriage licenses to all, including same-sex couples. In the event that the issuance of marriage licenses are refused to anyone, especially same-sex couples, arrest those individuals who are authorized but refuse to issue any or all marriages licenses; and to hold them in contempt of court.
