The removal of any body part from any child for reasons other than strict medical necessity is a violation of that child's basic human rights.
Because The Federal Government must act to protect the physical integrity of all children, because it must act to protect male and female children equally, and because the removal of any body part from any child for reasons other than strict medical necessity is a clear violation of a child's basic human right to maintain their fully functioning physical body, Congress must enact legislation protecting all children from the ritual (or other) amputation of body parts, including circumcision.
As Female Genital Mutilation (FGM) was outlawed by Congress in 18 U.S. Code § 116, so must Male Genital Mutilation (aka: circumcision) must also be outlawed.
