We want to elimate all Kill Animal shelters so animals aren't being put down for room for another animal for non medical

We want to ban all kill shelters and make it illiegal to sell animals without a breeder's permit, but not to give it up to an animal shelter. Also, that any animal given up or sold have to have a enviorment check to make sure that the animal is going into a safe and caring home so it has a good place to live in it's new home.:)
