Welfare benefits accountability

I believe the welfare system should be held accountable for what the participants are using benefits for. I would propose the administration to require its recipients to provide receipts to prove what they used the given benefits on.
For example: if a recipient receives $100 in food benefits, they should be able to provide receipts for what they purchased with those benefits. If they are receiving benefits to pay rent, utilities, etc; they should be required to provide receipts for those payments as well.
The purpose for this accountability is simple: if you don't use the benefits for the intended purpose - you lose them.
For the food program it will help identify foods that should not be allowed under the program. i.e. junk food and soda.
For the other programs - tobacco products.
