People in need of welfare and benefits of medical and dentical should be drug tested. There are a percentage of beneficiaries that don't want to improve their lifestyle, are involved in drugs, choose not to work, and rely on welfare (our taxes) They use the benefits that are needed for the more needier population. The purpose of welfare no longer has the value as it is abused. We should filter and help people that are not involved in drugs. We should screen and drug test. If they pass the drug test then they are able to receive these benefits.
