If a family or individual is on welfare, they shouldn't be spending money on "recreational" drugs.
Any adult member receiving benefits who tests positive for ANY illegal substances or non-prescribed controlled substance will no longer be eligible for welfare for a minimum of 1 year.
Upon the reapplication for benefits, all adult members must submit a blood test and previously failed party member must have documentation to the effect of rehabilitation; certified letter from a substance abuse physician or proof that the user has been seeking some kind of treatment.
Testing positive a second time will result in a 3 year loss, third time will result in a 6 year loss, and fourth time will result in a PERMANENT LOSS of benefits.
