Welfare Reform

This is a petition to have another Welfare Reform with more guidlines. To end the work Exemption Loop holes that promote recipients of welfare to have more children to gain a work exemptions. Also set up a program to build a road for employment and education. Input should also be sought from Welfare workers from all 50 states as these workers know the loop holes in policy and the comon types of fraud being commited in those states.
