Welfare Reform

Create welfare bases with barracks, chow hall, school, college, and child care. Require the residents to become certified child care providers and work at the child care center. Require residents to cook, mow whatever is needed to keep the base clean. Require residents to attend college and give them grants they must pay back so they can get their education and discontinue welfare. If you want welfare you must live in the base. With them receiving a education and having the child care on base provided by residents this will allow them the ability to get off of welfare and would also help to eliminate welfare abuse where people that are not married live together and receive welfare while making a steady income. Also gives incentive to not be on welfare. Saves once the bases are created.
