Mandate able body people to be accountable for assistance. Also promote independence by having them volunteer a certain amount of hours with elderly or in some area in the public sector which in tern they learn a skill. Also serve in a community basis that reduces cost as a way of paying back. Increase tax breaks for companies willing to set up internships or OJT. Goal is to give people a skill and incentive to progress "teach a person to fish" and a sense of pride.
