Highway funding is being used for purposes other than maintaining roads. It is being used to make up for shortfalls elsewhere. That is completely disrespectful to We,The People and is NOT being fiscally responsible in any manner. States which are not using highway funds for its intended purpose need to pay back the funds they did not use for highways and/or lose their highway funding. If they do not use the funds for highways,then they obviously do not need those funds and could be used in other states which may need more highway funds in order to keep our roads and bridges safe.
