Create a new Federal law that states:
In the interest of furthering public safety any law enforcement body releasing to the general public via any means (especially the press) any information about a subject at large shall provide to the public the following as part of that release of information:
a) A detailed physical description of the subject.
b) A list of notable criminal convictions the subject has received.
c) The last known whereabouts of the subject including the date and time thereof.
d) Whether or not the subject should be considered a threat and if so, to what degree.
e) A photograph in which the subject is easily recognizable and the approximate date the photograph was taken.
If a photo isn't available for a press release a re-release with photo will follow asap.
