When establishing Obamacare were you aware that Blue Cross/ Blue Shield would post deductibles at $4000 for 2 people?

Deductibles are ridiculously high and it seems that Blue Cross Blue Shield has become the lead bull in the insurance business now that Obamacare has kicked in. Was the administration aware that deductibles would be posted as high as $4000 for a two person family including one adult and one child? I want to know if they were aware they were screwing over the working class citizen?!
