If Congress is exempt from any consequences of a government shutdown then they will be free to hold everyone hostage for their own selfish gain.
We don't live in a dictatorship where the few can use the many as pawns for their own gains. Congress should work for free the same way all other government employees work for free during a government shutdown.
If you hold their pocketbooks they will immediately fix issues and never shutdown the government for trivial reasons.
I say when the government is shutdown Congress should be the last group to get their paychecks before anyone else when there's a shutdown!
