I assume a rigorous, centralized, method of curriculum development is necessary, as is comprehensive tests and comprehensive study guides for said tests. I imagine the standard being to test out of one class per summer. this incentive should only apply to schools where subjects are broken up into different periods, not elementary school. teachers may need to learn to teach more subjects or be paid per period they teach per day in order to handle uneven distribution of students per subject due to testing out. perhaps only allow students to test out of certain classes at certain times for a more predictable distribution. PE testing out should be fitness test once a quarter. safe full body workout without equipment (plus exercise nutrition) must be taught. I know it's possible. it's what I do
