Those petitions requesting that a state "Peacefully Withdraw from the Union" are largely signed by people from differing states. We propose that any petition, such as these, which affects every citizen of the state should only recognize and validate signatures of citizens from that particular state. Signatures from citizens of a differing state should be deleted or uncounted on such petitions.
