Create a law that when there is an impasse between the House of Representatives and the Senate that causes a government shutdown, the members of those two branches of government also feel the effects by suspending their salaries.
They should feel the pain just like the rest of the United States of America does. When they have money taken from their pockets, maybe they won't be too keen to cause situations where other American citizens suffer.
