Whenever there is a government shutdown, Congress NOT be considered essential, but continue working without pay.

A government shutdown is a direct result of the actions of congress. Until the shutdown problem is solved, congress should NOT be rewarded by being paid. If they are essential, as servants of the people, they should be willing to accept the consequences of their actions, and work for no pay to solve the problem they have created. Hardworking innocent people are put off work and pay because of the power play actions of members of congress, and those same members of congress should put their money where their mouths are! This should be retroactive to the beginning of the shutdown.
