White House Staff, Congressional Member No Pay No Benefits during times of shutdown or debt negotiations.

During times of government shutdown or debt ceiling negotations, members of the congress, white house and supreme court justices shall not be paid nor have any benefits until the government shutdown or debt ceiling negotiations is over. This measure would incline members of congress to negotiate and avert such actions that in turn are detrimental to the United States of America.
