Why do Americans have to be the people to bomb the Syrians when it was the red line in the Geneva convention after WW1?

Why do we have to be the Police in Syria, when the use of chemical gas in any kind of conflict was banned in the Geneva convention after World War 1? The whole darned world is responsible for spanking the unruly, belligerent son of a gun responsible. We didn't draw any "red line", the world did in the early 1900's.
