Why does the government ignore scientific research regarding marijuana, but continue to support its prohibition? Reason?

Our government was created to maintain the order of our country and in essence, treat it sort of like a business. In that business we (the shareholders) appoint individuals to run the business of government: President - CEO; Congress and Senate - Board of Directors; Treasury - CFO, etc. These people are appointed to ensure the stability of the government while also preserving the rights of the citizens in that government.
Our leaders are failing in their duties by damaging society with the prohibion of Marijuana and not acknowledging the scientific research.
WHY?
American citizens should not be deprived of their rights (or taxes) over a substance that 20,000+ research reports have demonstated marijuana to be benign.
Acknowledge the research and stop the hipocrisy (alcohol & tobacco).
