Why doesn't the United States Constitution Guarantee the Right to an Equal Education?

The United States of America does not have an amendment to the right to an education in the U.S. Constitution. Millions of children in the United States are not getting an equal education. The U.S. stands 14th in the world for education. If the U.S. guarantees an equal education for everybody, would the U.S. be 14th in the world? We are demanding an amendment in the Constitution to guarantee the right to an equal education.
