Why I as a Veteran with 100% disability can not get medical aid for my daughter. She is deaf and needs cochlear implant

I'm a Iraq War Veteran with 100% disability. My daughter is deaf and she needs cochlear implants. VA takes care of my medical needs but not my families. They get monthly compensation payment and will receive college tuition but they do not have any medical insurance. We are not living in the United States and they are not natural born Americans. They are citizens born abroad. When my daughter needed hearing aids I paid for them myself. She now needs cochlear implants and we can not afford the $31,000 for the devices and surgery.
