why wasn't former President Bush charged for his intentional violations of the Geneva Conventions?

President Bush willingly and intentionally violated the International Laws of the Geneva Convention during his Presidency. Personnel in the Military, lower ranking (of course) were charged for offenses which were "ordered by the Commander and Chief"! I find that reprehensible and no one is "above the law", not even a President of the U.S.
