Wipe out repayments for all Lower Income homes that claimed the First Time Homebuyers Credit in 2008.

All people who claimed First Time Homebuyers Credit for their homes bought in 2008 must pay back that money 500 dollars a year for 15 years during tax time. I didn't think this would be too difficult, but I am part of the lower income bracket and have not received anything during tax time for the past 3 years because of this (including this year).
I understand those who chose to claim it knew what they were getting into. But all those who claimed it in 2009 and after DO NOT have to pay it back!
So what i'm asking for is to consider those from 2008, and go through and take the homes that make less than, say, 30,000 a year, and have it so they don't have to keep repaying for the credit anymore.
