In four years, Obama has not been able to pass a single budget. Last year's attempt at a budget did not get a single vote from a Republican or a Democrat. He has proven inept at fiscal policy. He must be kept in check by Congress by keeping a reasonable debt ceiling in place and not wasting more of our tax dollars than he already has.
