In recognition of the fact that it is in our national security interest to resolve the Israeli/Palestinian conflict, we acknowledge and proclaim that such a resolution can only come from a two-state solution. Measures that are counterproductive to achieving this goal must be strongly opposed by the United States government. Verbal condemnation of Israeli settlements and human rights violations cannot be effective without action. Therefore, US aide to Israel must be contingent on Israel's strict adherence to US foreign policy objectives.
