It is a fundamental responsibility of the Congress to pass a budget. Failure to pass a budget in both houses of Congress that is sent to the President for signature demonstrates gross negligence by representatives and senators to their responsibilities under Article One, Sections 7 & 8 of the US Constitution.
For any month during which the Congress demonstrates such gross negligence, the Secretary of the Treasury shall withhold the gross salary of each member of Congress. That salary shall be used to pay the US public debt during that month.
