withhold all forms of compensation from Congress until both houses and the President agree on one federal budget

We, the citizens of the United States petition the President to suspend any compensation to any member of Congress until the following issue is remedied. US senators and US representatives shall construct one federal budget that the President is willing to sign. Until such time, no member of congress will receive any compensation from the federal government. Members of congress have been elected by their constituents to act as responsible legislators. A key element of this responsibility is to work collaboratively to formulate an annual federal budget. Having failed to in this endeavor, we petition the President to use whatever means available to him to suspend payment of congress's salary.
