Withhold all pay and benefits from the President, members of Congress and Senate for failure to pass a balanced budget.

The President, Members of Congress and the Senate consistently fail to produce a balanced budget. There is no consequence to the lawmakers for failing to do their jobs. I propose permanent forfeiture of all pay and benefits for each day past the budget deadline. Congress shall not be allowed to vote a pay raise to cover such loss of pay or in any way recoup those losses.
