Withhold Congressional Pay and Perks for each day of failure to perform their Constitutional Duty to Advise and Consent.

WHEREAS: The members of the Senate have a contractual sworn agreement to uphold and defend the Constitution of the United States

and WHEREAS: By refusing to do their job and hold hearings on President Obama's SCOTUS nomination, they are breaking their contract.

and WHEREAS: Any ordinary citizen who willfully violates, or breaks a contract is held accountable and subject to penalties, and or termination of employment.

THEREFORE: There must be a penalty for willful disregard of Senators' contract, including but not limited to Public Censure, and WITHHOLDING pay on a pro-rata rate, for each day of failure to act and also withholding all benefits on the same pro-rata basis. Benefits include
