Jobs are hard enough to get and now it is worse because employers are afraid of healthcare insurance changes and should not be. Congress should not be paid when people are going to lose their housing, are starving from food stamp cuts and we will see more people living outside because they can not pay the rent. One's resources only stretch so far. Americans have suffered enough since 2007 and it time to stop the political bickering. Just pass the spending bill and make changes to the healhcare law later. As a penalty for causing more unemployment Congress should be required to donate 50% of each paycheck to a fund to help people survive.
