Congress should not be paid unless they do their job.
We need legisaltion to restrict pay (and benefits) for Congress if they do not accomplish what we pay them to do or do not perform their constitutional duities.

We need a review board or a national referendum to vote on Congress performance to determine whether they should be paid for services rendered.
