Withhold federal funding from any state, who prevents any U.S. Citizen from competing in the Civilian Marksmanship Program Service Rifle competition as noted in section 6.2.3 U.S. Rifle, Caliber 5.56mm, M16. On page 28 of the CMP Rule book. Specifically being able to legally own and fire an ar 15 type rifle with a 20 or 30 round magazine.
Also note the Civilian Marksmanship Program was created though an act of congress.
