withhold flood relief money to Texas until they apologize.

In recognition that the entire Texas congressional delegation has voted against natural disaster relief when it doesn't affect Texas, and their entire congressional delegation, state legislature, and governor repeatedly disparage the federal government, federal employees, and their congressional delegation, governor et al have accused the federal government of planning to invade Texas, and because Texas does not effectively regulate businesses or tax it's wealthy to the point that Texas already receives more federal money than it pays in federal taxes, and because the people of Texas continue to elect the aforementioned representatives, the Obama administration should withhold federal flood relief monies until such time as the state of Texas formally apologizes to the people of the U.S.
