Withhold pay from Congress during a Government shutdown

Congressional pay should be withheld during a Government shutdown and placed in escrow.

During a shutdown furloughed Federal employees will not receive pay because they are essentially not working and congress would decide to provide back pay or not. Congress should not receive pay during the shutdown because they essentially did not do their job in coming to agreement on funding the government.

If congress back pays federal employees then they would receive their escrowed pay. If they don't then.....use it to pay down the deficit. The government would be saving money on not back paying federal employees so might as well use congressional pay in fixing the deficit. I assume congress would want to play a part in reducing the deficit right?
