We The People of The United States of America, in order to form a more perfect union, request that Congress execute the job they were elected for, i.e. pass legislation and act upon the President's nomination for the Supreme Court or not be paid their salaries.
Working American's are not paid if they do not perform the responsibilities of the job they are hired for. Congress should be no different, and should not be able to shirk their responsibilities and still receive compensation.
