Withhold pay from elected Federal officials any time other Federal obligations are not being paid.

If the Federal budget situation would make paying Social Security, Medicare, military pay, or other Federal obligations impossible to pay (such as when a budget hasn't been passed or the debt ceiling has been reached) pay for elected Federal officials such as House Representatives, Senators, and the President should be withheld until the situation has been resolved.

If the government can't pass a budget or adjust the debt ceiling as needed to run the country, the officials are not doing the jobs for which they were elected.
