Under Article II, Section 2, Clause 2 of the Constitution, the Senate is required to "advise and consent" the President on any nominations to the Supreme Court. By telling the citizens of the United States that they are not going to do their required work until there is a new President, they are willfully refusing to do the job they have been elected to and are being paid for. The members of the Senate who are refusing to do their job cannot expect to be paid while willfully doing so.
